The role of QUACERT
QUACERT is an organization that provides emission reduction certification services, as an independent third party entity to conduct the validation and verification of greenhouse gas emission reduction for BOCM/JCM projects.
Validation and verification procedure:
1. Project validation: The process of reviewing the project documentation in accordance with the criteria and regulations set out by the Joint Committee, the principal documents include:
Project Design Document
Describe the general information about the project (project boundary, baseline methodology, monitoring plan, estimated the volume of emission reduction , specifications of the project, , indices of sustainable development and the duration and expected crediting period of the project, set out all relevant calculations…)
Baseline-emission research
The study of the factors used to estimate the volume of emissions without the project (baseline emissions)
Methodology and Monitoring Plan
Description of frequency, responsibilities and methods of monitoring, measuring and calculating GHGs emissions reduction, including the proposed verification plan.
2. Verification and Certification: the process of review and evaluation in order to determine the actual volume of emissions reduction caused by activities of BOCM/JCM project. The result of this process is the issuance of credit in the form of certified emission reductions (CERs), including activities implemented on site, such as:
Assessing monitoring results and volume of emissions reduction relevant data collecting system.
Assessing implementing procedures established in fact and accuracy of collected data and monitoring devices.
Assessing management system that supports implementation in order to reach the volume of emission reduction.
Interview PPs and related parties.
Verifying, calculating, confirming the volume of emission reduction.
After completing the verification process, QUACERT will issue report of certified emission reductions (CERs) of the project.
